Mmm... Now I'm not saying this picture looks bad... But there's some issues to it of course.

I find it great how she looks in terms of outlines and shape on her face and hair it's very well done.
I found some of the colors in this picture spot on as the skin color, hair and head-band, however the middle section of the face there's a lot of yellow color to it that I don't understand why that is but it's pretty distracting in comparison.
The eye it's so abnormal as well... it's like watching 2 eyes pasting to each other in a weird symmetry, I think having a circular Iris will fix this issue.
My problem with the hair it's that it has too much lighting (Including the yellow color), I don't see necessary to have an outline on the hair and then some more lighting scattered around the hair it just messed up with the outline across the hair.
A nose can be arguable depending on the art style but since she's blushing from the nose area it feels that the nose it's missing.
The decolletage looks so long and it's facing the wrong way, the body it's tilted towards the left while the decolletage it's leaning more towards the right.
The last thing I found really concerning it's the hand, I can see you have trouble on the hands but I will point out the flaws on it anyway. The shape of the hand has no contrast with your overall picture it's too rectangular, the wrist it's too thick and the hand has just 4 fingers. For the hand I suggest you look for references and learn a little about the proportions of the hand so it may become better.
The uniform looks well done.
