-He´s the leader of the Resistance.
-So far the LAST of the original Teen Titans we still see alive.
-D seems to be very fond of him.
-He volunteered for the attack on Brain´s HQ which ofc D took in the end since he´s the commander and they can´t risk his death.
-He still risk it anyway and leaves his forces to enter the HQ to help/save D.
-D´s hurt and surrounded by enemies.
-Rest of D´s troop is in actual battle, same for the resistance forces outside, so no help from them.
I´m not saying he will die since this is your story and you decide how it will flow, but Cy is a very plot-strong chara in your story with many ties both in-world as well as to many other characters due his position and persona.
His death in order to save D/get the mission done would give it a feeling of fatality, of sacrifice in face of fucked up odds (D hurt, D´s troop unable to help, resistance forces outnumbered, etc) and of an admirable commitment towards a person (D) and a cause (to bring back Justice!).
His death would be like Gandalfs in Lotr. Despite being powerful, despite all his ties in the world politics, despite having so many friends and allies, he still falls, but he falls cause he faced evil. He faced evil for his friends to escape, he did it alone to not risk anybody´s life than his own, he fought a great and fearsome foe for a good cause: To save his world.
Just like Cy does. He´s powerful, everyone believes in him, trust him to lead them and that somehow everything will turn out right and justice comes back to this world. He got connections/ties to many meaningful charas in-comic, he´s a father(admired/crushed on?) figure for D, a leader and a friend, he´s the actual nemesis of Brain so to say.
And just like Gandalf he would die for someone else to carry his torch for freedom and peace under the rightful banner of justice, so D would be in this story the Frodo to Cy´s Gandalf.
Just my thinking though, i might be wrong. But it would leave a strong, probably the strongest so far, emotional blow to the readers. Kinda like with Gandalf where no one expected the death, where everyone was sure that the great and powerful (lol, Trixie quote) Gandalf would previal till the end and then he dies like this. And it was an awesome and meaningful death, one that stayed with the readers mind and made him even better/coler than he was already.
It´s probably why i would kill him off before this chapter ends with D succesing her task. But well, i´m just a reader and you´re the writer, so i´ll probably will get surprised.
