Summary:
Hekapoo is a former member of the now defunct Magic High Commission. It was her job to make dimensional scissors people could use to travel to other dimensions. After aiding Star in the destruction of all the magic, she ceased to exist.
However, after a couple of months, Marco started to feel guilty about Hekapoo’s demise, she did help them after all. So he convinced King Mickey to take him and Star to the Tavern at the End of the Multiverse, the place where Hekapoo was before disappearing, in hopes of finding any remnant of her. Upon arrival they found the only piece of their friend, her tiara.
They then brought the tiara to Ansem the Wise in Radient Garden. Using replica technology, Ansem and his team of scientists were able to bring Hekapoo back, just without her powers. Though after being brought back, she went through a bit of an existential crisis, since without Mewman magic and the Magic High Commission, she felt she had no purpose. However, upon discovering the Gummi blocks and their ability to traverse worlds, she decided to stay in Radient Garden as a scientist so she could study them and make inter dimensional travel easy again.
On her off time, Hekapoo is very laid-back and a bit of a trickster, especially to Marco. But when she’s working, she’s very serious.

i am of the idea that to destroy the magic could had been a bad idea, i mean, you cannot get rid of a force of the universe without expect ill fated consequences...how is that they meet ansem? then the magic only dissapeared in mewni?

Allow me to explain:
In my AU, after the merging of Earth and Mewni, King Mickey visited Echo Creek to find out why two worlds suddenly merged together. There he met Star and Marco, who he took under his wings and trained to be Keyblade masters. After a while, Star and Marco started to feel guilty about what happened to Hekapoo, so they made their way back to the tavern and found the last remaining piece of her; her tiara. Then, at the advisement of Mickey, they brought it to Ansem, who used it and replica technology to bring her back, albeit without powers.
And yes, the magic was only annihilated in what I refer to as the “Mewni Sector” of the multiverse.

Yeah I can imagine that in Kingdom Hearts, if they involved Star and co. instead of destroying the magic they'd reset it: send it to a realm that can't be used (or just be for those like glossaryck and the spells) and those created from magic would have their powers stripped and be a new species and the MHC would either be arrested or be given new jobs, while the only butterfly with magic powers would be star and Marco (at least having a tiny bit of magic to keep things in balance and share with everyone).
beautiful design btw. Hopefully she'll unlock the dimension travel secrets so Star and Marco can see Kelly and Talon again.
