I don't even know what the tentaspy thing is about.But I figured if he existed, he'd have to come up to the surface once in a while in order to have a cigarette.

Em, I'm gonna say neither. He's more like...cunning and schemes up ways to take advantage of people before sending them to a watery grave. Like...just how did he get fire to light his cigarette? Probably bribed a sailor for it and then drowned him.

The fan base had a fan fic that was a cross over between The Little Mermaid and TF2. Spy ended up being a tentaspy and took the place of Ursala in the story.
