This is her reborn Senshi form as Sailor Alpha.

Despite being intimidating looking, Sailor Alpha is a real sweet heart. She's similar to some of the others and is mostly about inspiring hope and confidence in a new beginning.

But because she's a fragment of the Whole (which is Sailor/Caligo) she isn't entirely powerful until she's completely whole. (Which..will probably never happen.)

She has another form called Sailor Omega. Which is when she's influenced to end everything by her own child, Chaos.

She becomes Alpha when she's influenced by the good of people around her. So really she's much in the sway of others around her and not having much of a say in anything.
