Poor Charger... all it just needs a new frame... and wheels... tail lights... a lick of paint... and interior... nearly everything except for the body itself

You don't have to restore it to code and letter, this wouldn't be worth more than what would be needed to be put into it. Modifying it and making a cool rat rod or a heavily modified muscle car is the only way to actually make a profit from this shell.

Why would you sell it? If you restore the car to the letter it would be worth the nostalgia of owning an original muscle car.
A restomod would be nice as well, a modern fuel injected 440 or 426 Hemi with a 5 or 6 speed transmission, and a suspension upgrade to modern standards. Or even throw a 572 in it and make it a full blown Drag Car.
