Based on the concept art of Vezok ( matoroblogs.tumblr.com/post/698742054635880448/early-concept-art-from-2006-from-what-i-can-tell/amp ) that shows the Piraka having very individualistic, and more Toa-like looks, making them much more believable as fake Toa.Outside of needing to 3D print the mask and shoulders, this can be built with real life parts.
