This is Tita Russell from The Legend of Heroes: Trails in the Sky, as she appeared years later in Trails of Cold Steel III and IV.

Explaining the joke again: in Trails in the Sky, she would often say “prepare to meet your doom!” in a very scared voice (which makes sense because she was 12 at the time), but now she’s a teenager, wielding a huge cannon, bringing doom to all those unfortunate to cross her. Also, the first episode of Frisky Dingo had a postcard that said Welcome to You’re “DOOM!” which was a graphic design mistake of epic proportions. I combined the two. I even used the same font.

Nobody on Reddit got the joke. I admit that it’s two extremely obscure references, but this is the kind of stuff that amuses me.
