I use a tablet. Just makes it easier for me. All I do is grab a base color, usually slightly darker than the eyebrows, then lighten that base color and paint in more layers/strands. When I've got it looking good I made an overlay layer and paint on highlights. Sometimes I also make a multiply layer and paint in shadows.
