Jikan Otsutsuki AKA "Overseer of History", "Time-Keeper"
- He is an Otsutsuki who was credited with the invention of Karasuki, the time-traveling device which is only accessible to the Otsutsuki Clan. This device is one of the few key innovations that ushered the clan into a golden age on their home planet.
- He is loyal to the clan and very much loyal to Shiki Otsutsuki.
- His power is on par with Shiki Otsutsuki, however he is not considered part of the Divine Pantheon of which led the clan, preferably maintaining to stay neutral than to be involved in political affairs.

- He wields the Jougan, Byakugan, and the rarely mentioned Blue Rinne-Sharingan which wields the power to manipulate time on a greater scale as compared to the blue Rinnegan.
- Because of his third eye visual jutsu, he was a prime candidate as the successor of Shiki Otsutsuki. It is still debated if he is still up for candidacy. (Although he doesn't mind if he is leading or not).
- He is of high-ranking status within the clan.
- He is partnered with Byakushiki Otsutsuki.
- He is a member of the main family.
