Well you save the image of the meme itself onto your computer then edit it on whatever program you chose. (I usually use MS Paint). You can draw on it with your mouse, tablet, or draw actual illustrations and scan them in or take pictures of them and paste them on. And there are probably other ways too, but those are usually the ways I've seen. Does that help? I actually had trouble doing memes myself in the past.
