I am an idiot.
I nearly cried when I figured it out.
I KNEW THERE HAD TO BE AN EASIER WAY!!!!
And here it is

The girl in the tutorial is Ro, a character of

sdisjsokopsdk!!

EDIT:
There may be some problems with earlier versions of PS (as I am using PSCS). I think there is a size limit on how big the brushes can be, but I am not completely sure.
Also, on earlier versions (earlier as in, the other PS version I have is 6), I was having problems with "stamping" the line art onto a new layer. It was sensitive to my tablet, so it kept showing up small unless I pressed down real hard, then it would be normal sized. But it was all messy because my hand isn't steady.
So if you have this problem, use a mouse to stamp it.
