I'm reminded of a Japanese anime from the 70's titled "Galaxy Express 999" by Leiji Matsumoto.

I would say this concept could almost be a prequel to that, with an AU twist that humanity rejected the process and stopped the Empire before it could rise. Now those who have become cyborgs are just normal. The conflict comes when even those that were soldiers with replacement bodies or those nearly killed in other ways are treated the same as those who tried to build such an Empire.
