I walk a fine line between being gentle and being helpful as a critic, but here I go.
I'll start with the weak areas, so I can wrap up with the good stuff.
Whenever I talk to any professional artist about my work and about the stuff I need to improve, they always say "work on anatomy." Well, it applies here. Sure, her outstretched arm is doing what it's supposed to be doing, but the shoulder isn't. Even in more stylized art, when the figure reaches up for something with one arm, the shoulder moves with it, pulling in closer to the neck, sometimes changing the position of the entire torso. Keeping the shoulder parallel to the other one makes her look like a Barbie doll. Really, the figure is the weakest part of the piece.
Then there is the angle of the boardwalk. There probably shouldn't be as much of the top of it showing here.
Now onto the good stuff, which is pretty much everything else.
Those clouds are fantastic! Multiple different textures and thicknesses really help with the illusion. The same thing with the ocean. Both of those things are well beyond my ability to replicate.
The slant of the picture is a really great touch, making the floaty feel of the piece all the more complete! With just a few adjustments, you have yourself a winner here!!

When I first saw this piece, the color is what really struck me. I've seen pink skies sometimes early in the morning, and this work reminds me of that. The whole work gives me a sort of surreal feel, what with the low, tumbling clouds and the girl floating up after her lost balloon.
The background looks great. I feel like a lot of attention went into the clouds, and the sky and sea look very well integrated. The coloration is good too, though upon reflection if you didn't intend for it to feel "surreal" you might want to add some color splash from the sky onto the balloons a bit too. The lighting looks pretty good though, so it doesn't look off really.
My main criticism with this artwork would be the girl. She looks a bit doll-like, and the front of her dress doesn't quite mesh with the back of the dress (which has an awesome swoosh, btw). I think the legs are also a bit short in relation to her upper body? There's also something about the perspective of the pier in relation to the rest of the work that doesn't look quite right; honestly, that detail seems fine to me given the surreal feel, but it might be a good place to practice for your next work.

For the character, I'd suggest finding a reference of someone in that same pose and working on just the person for a bit, close up. Β Adding in the collar bone and adjusting the upper body from there I think would go a long way in fixing it. Β The jaw-line and the way the neck attaches to the head may also be playing a role; would have to play around with it to figure out what makes the character look off to me.
The pier looks to me like it's titled too much towards us.
