I thought that this was done by reducing the Shutter Speed, but looks like i was wrong.. o:

It is! This was exposed for 80secs at f/18.
B+W ND110 filter was attached,hence the effect (the silky smooth water,the ambience)
I stood directly above the big pipe and composed from there.

Me! hahaha..
Hope my LE images are not repetitive which could lead to boredom and have no impact altogether for the viewers. I'm always trying hard to diversify my shots especially LEs to wow myself importantly hehe..
Sngapore is so small there are so limited places to go to.That's why if you noticed most of my images are mostly at the same location with different compostions and different time of the day :/

I think you do well to be honest.. we make the best of what we have. I sometimes feel the same here, but when you feel like that you just need to change the way you look at things.. i mean, i could probably go into my garden and take thousands of nice photographs.. if you get my meaning.

For example... instead of photographing the landscap of the city from outside.. go into it and photograph the people. People can make excellent long exposures
