Jeśli chodzi o takie naprawdę stare auta, to Traction Avant jest jednym z popularniejszych - w Bydgoszczy widziałem już kilka różnych. Auto było dość popularne w PRL-u, szczególnie w SB, a nawet Milicja takich używała.

I have to say it's one of the most popular 30's/40's antique cars here. Obviously not as popular as, for example, VW Golf III, but popular among classic car fans and restorers. I've seen about 3-4 different examples in my nearest city.

I don't know it is really a normal taxi, but I think it's some kind of advert of that hotel.

Probably a fleet car for the hotel for picking up important dignitaries and regular customers etc . . .
These cars can still be used as Taxi's in most countries. In Rural France you see them running around as taxis (not quite as neat as this) since the day their meter first logged, vignette's all across their windshield.
General rule of thumb is as long as there's not been a break in their service as a taxi they don't have to be pensioned off. Since some of these have been stretched and turned into wedding limos (technically speaking a private hire car) I'd say these are a special case and can be used as a taxi in most countries.
