In 1700 there was a state called Prussia. It was a minor player without the people or lands of England or Russia or France or Spain or the Ottoman Empire and without any overseas colonies. It was a little fish in a big sea. Then it got a new king named Frederich II who decided to do something new. He ordered that every child in Prussia would be provided education by the state for eight years that they'd be required to attend. It did not give Germany more coal or iron or lands to rule, but it did mean that basically all Prussians in a few generations knew how to read, how to write, how to do mathmatics and more in an era when most people could not sign their own name. The result was that Prussia grew in power and prominence and eventually unified Germany, which instead of being a collection of squabbling hillbillies were now a nation known for order, efficiency and technological prowess. It did what private schools failed to do. The system obviously worked and was replicated around the world from New York to Sidney to Tokyo.
