Yes...
Although, if we have learned anything from the history of war and conquest, it's far easier to take over areas than to hold onto them and rule them. I imagine Will just went "Yeah, I'm the king of the world", retreated to his lab and wasn't seen by his subjects for years.

I can very much imagine Will doing that, maybe that's the part Wesker would be better at doing. Or the whole incident would somehow lead to a grand Utopian society.

Well, I give this to the Uroboros-plan: At least it had the real possibility of taking control of the population. As far as plans to take over the world go, it's far more reasonable than a lot of them are in fiction.
But it had some pretty major flaws, mainly that it was going to mutate and go out of control (it already did, [link] ).
Which all makes me think the thing wasn't ready but Wesker had to put the plan in motion prematurely in Re5.

I think unknown mutations can cause quite a big dent in your plan.
That probably is one of the most likely suggestions. It's a shame they didn't bother to explain it, it would have cleared up so much. That or Wesker wasn't going to admit it because it ould have ruined his cool and in control image

I was surprised. They have a few writers, some episodes are better than others, but all progress very well. Normally, a kid's show I'd over look, but this had and has great merit.
