Maybe his momma was a local witch and he inherited her hat and walking stick when she died young. And no one would teach him to be a witch cause he was a boy so he took up his dad's "profession". But he still likes to give a little magical mystery and flare to his mannerisms and missions in honor of her memory. (he looks like he is about to ride that stick side saddle into the air there) So his dad's ways plus his mom's equals Magical Ninja!
