By some observation, it seems to me this horse isn't victim of soring. Based on the shape of his hindquarters.
And yes, soring is very cruel. There are easier ways, and nicer ways to train these horses. If they can be that exaggerated while in that much pain, they can be without the pain.

Yes I don't think this one was a victim - as I only heard one with chains and it was a black horse. This horse won too, which made me happy. They are lovely movers without the pain you're right. Imagine how awesome they'd be w/o it

Its sad what they do to these horses. My first horse was a saddlebred, and she had so much natural motion without all of this bullcrap. Just terrible.

Luckily the Saddlebred breed is under the USEF umbrella, so they are much more closely regulated now. You can't do this stuff to saddlebreds as much as the TWHs.
