But its kinda the point she's suppose to look the part of the evil tyrannical overlord of darkness and everything evil.
But in actuality its all just the type of fashion she enjoys
She is anything but evil its kinda the point of the story in general "What monsters and critters we usually associate evil with are in actuality no different than we are." But this dose bring up a more polarizing question "Who declared them 'evil' and why?"

Yes and No
The Title of Overlord is passed onto the next leader but more specifically the Leader of those whom the Forces of the Light consider to be 'unwanted' and thats the PG Version And basically they call whoever the leader a Overlord of Chaos mainly to try and make them look as bad as possible. However Sheiva turned it more so into a actual title to rally her people with and form a new nation free from the prejudice of the Forces of Light, She basically turned the title from a negative title to one that commands respect and basically tells everyone of the forces of chaos that she's the boss and she knows what she's doing.Β
Yeah this is a Series that basically takes all the classical creatures we consider as evil monsters and promptly shoots it in the backyard to die, because Their isnt such thing as a Evil Orc or a Evil Dark Elf or a Evil Demon, Nor is there a Good Angel or Good High Elf, They're all like you and I thinking rational people with many shades of greyΒ

It can get too boring if it's all black and white, with clear villains and clear heroes. I always like the type of characters that are morally gray. For example, on one side of the argument, this character is known for committing some horrid stuff. On the other, this character is someone that makes compromises to help those they align with.
