did you send it to him in a note? The note will mess up the CSS, if this is the case, when you go to the REPLY section in the note, inside the text box where you can type, copy and paste the CSS from THAT box, and it will be fine.
the notes read some of the CSS but not most of it, and will alter when its posted in readable note form. so the only place to get it from where it wont be altered is the text box of the 'reply' area.
that is the first thing i can think of (encountered this problem myself before) hope that fixes it

Hi, you don't need any software to make them, you just need to learn to read code lol. There really aren't any programs that will write CSS for you in this way. programs like Dreamweaver have CSS coding in them but it wouldn't be able to create a design for a DA journal skin because the limitations of the program itself do not know or understand the limitations of journal skins on DA. Really, the only way to do it would be to write the code yourself. All the codes and numbers represent the visual in text form. I learned to read and write it by copying someone elses CSS and playing with the numbers and variations, then looking at the previewed image and see what changed.
what *CAN* you afford for a journal skin? if its reasonable we might be able to work something out.

I figured I would be too, being as I cant even understand long division, but once you figure out what your looking at, its fairly simple. You can always find a CSS here on DA that you really like, whos owner gives permissions for altering code, then all you'd need to do is play with the hexadecimal colors (the 6 numbers that stand for colors) and the images. you can look up RGB color codes online to find a table of what colors = what numbers, or if you have a program like PSP or PS you can just copy the color codes from there. just put it in place of another color and see what happens, you will figure out where to put them all eventually. then load the images of the original CSS in photoshop or a similar program, so you have the right dimensions for your image, delete the image and put your own graphics in its place.
then by only changing colors codes and images, you can have basically your own CSS. just be sure to ask the owner if its ok to do so first if its not listed in the comments.
I taught myself web design and CSS just by endless tinkering with other peoples codes lol

lol sorry. anyway, if there is a small amount of $ you can afford for a journal skin let me know what that is, and I will see what i can do. I dont know what other people are asking but I dont see any need for them to be expensive...

Sorry all my money is going towards my cosplay. That's why I keep saying I'm not going to pay money for a journal CSS I'll only be able to use as long as my premium account lasts.

did you read the readme file?
upload the images to your photobucket account, or if you dont have one upload it to imageshack. the copy the url given by the websites, it would look something like (http: //www .photobucket/album/bluefooter.png) and paste it into the CSS provided where it says "http: //...footer.png" same with the header.
