It's probably since you're still using black as your shadow and not using a darker hue of the base color. This is how you get those muddy shadows and not the smooth ones.

no, I didn't use black shading, I'm using dodge/burn tool, not a separate layer dedicated for shading.

Oh goodness, no! Stop that immediately. It's not meant for shading, it's meant to spot balance exposure in photos.

It's not like you can't use dodge and burn, ever, it's just very finicky for straight shading. Normally if I even use it, it's often for metallic textures, hair and fabric, and even then it's not heavy use, a slight brush on, then normal shading practices from there. Dodge/Burn is usually a newb shading move, sort of along the lines that said person discovered a tool that does really fast shading without having to Erase excess.
