Technically it's not drawn. It's traced. I find single frame straight from show that suits Me and then resize it. It's just repetition over already drawn lines but in low quality. There is nothing artistic in this one but it takes some time to make.
I did it when I was without tablet for a while. it's pretty easy to do with mouse in Photo shop.
