The title goes well with the image - the character's expression is strong, resolute, perhaps angry as well. Inwardly he's going through great turmoil, but outside he's perfectly decided.
In his foreboding surroundings, I can see some familiar-looking terrain, but can't guess where it could be (and so I'm not sure, but I believe it's an original setting from the artist's imagination). It gives across a sense of loss nearly as much as does his face, and also contrasts well with his eyes, which appear to almost glow through the gloom as though fueled by his turbulent emotions and aiding him in finding his way.
The red and light coloured highlights compliment the deepest shadows, working well with them somehow despite the high contrast. The lighter areas appear to be mainly behind the character, which makes me feel like he's diving into the darker and more dangerous area to find his.. revenge? Salvation? Perhaps death? Any of these seem possible.
The motion, also, in this image is breathtaking and seems very possible. The same goes for the hard curve of his upper body, which is tense, tight, and flexed.
Water is one of the best elements added in - very calm and soothing in contradiction with his stormy attitude. Also, it is beautifully drawn/coloured.
I enjoy very much the fact that everything in his surroundings seems to guide the eyes right back to him, the main focus!
My only complaint (if it even is a complaint, which point I will explain later) is that the character is difficult to identify. His hair reminds me of Levi crossed with Eren, while his face brings Bertholdt to mind, plus there is something similar to Merlin in him. (Merlin from the tv show of the same name.) I feel like I should recognize the outfit, but then I'm not sure if I really should. Now, in one way this could be negative, since I'd like to know whom I'm staring down. However, on the other hand it could be positive, since sometimes a character is best left a mystery. Whichever way it is, it leaves me guessing.
Lastly, I feel like his right leg and left foot needed a bit of perspective adjusting, but it's barely noticeable and otherwise seems fine.
Overall, well done! Keep drawing, you are an amazing artist.
(I might be wrong in a lot of these diagnoses, but well, I'm not an expert, just a hobbyist - trust my opinion at your own risk!)

The background is done so well, I love the red lines that really give it... accent? A spark? I don't know what to call it, but it just looks great. The way you drew Levi is amazing and the proportions are awesome! Keep up the awesome work!
