it's created with a mix of both! i started / finished it in photoshop but did a lot of paintwork in procreate.

Those peonies are pretty. They remind me of Seymour from "Little Shop of Horrors". Just generally, not the made-for-movie musical.
I have problems trying to put hair on a head. Your command of the hair mass with the highlights, the sheen, and the conveyance of individual strands amazes me to no end.
I also have tried drawing legs, specifically where they meet the foot. It is such an odd shape and, from looking at other artists, a challenge for even the masters. You might have had a hard time of it, too, but your use of "shading" to force the eye to match up the boots, knees, and thighs makes that lower part all the better.
The peony as an arm rest is a nice touch.
The eye liner is on the level: not so little that it has no presence but not so much that it makes a complete outline. The lining doesn't overstate the eyeball.
The wind streams whisking around her arm and legs is a great allusion to the scent of flowers.
I like this pieced. Thank you for sharing this with all of us gawkers.

Haha, they do look a bit like cabbages but they are still beautiful. I feel that they would work a bit better with the character if they had a bit deeper shadows on them. I also think the hands should be much more illuminated seeing that the light is strong enough to hit her face.
I love your shading here, too. It's a bit more detailed but still very sleek and on point.
