You're right about it looking like Hibari, but I think it's just the eyes... He has very distinctive eyes... 
Is the bird supposed to be Hibird? Cute and fluffly little Hibird got transformed into a long and flowing pheonix-esq bird. ^^) Though I think it's still beyond cute!
Is that a woman's face is see in there on the left side? ^^)

Hmm, I actually never thought if it was meant to be Hibird or not... it was simply, "hey, why don't I draw a bird? 8D"~ XD But anyone is free to interpret it as Hibird if they wish~
