No, it isn't. The design of the Aquarius Star Dress is consistent across both the manga and anime, and has not changed since it was first revealed.

Im not talking about the design. That's just stupid. It's more of a bother she can use it without the actual key. All she has is the broken. By all accounts she shouldn't be able to use it since that's like saying Yukino should be able to use Scorpio or taurus star dress when she doesn't have those keys

Except not only does Lucy have part of her original key, but her new key does exist. Also, Aquarius was able to summon herself to Lucy of her own accord, showing that some kind of bond between them remains, and is likely quite strong, given how they've known each other since Lucy was a child. Thus, it's not inconceivable to think that Lucy could still use Aquarius' Star Dress.
Regarding Yukino, she's not the current contractor of the two keys you mentioned, plus she may not even be able to use Star Dress in the first place.

First off it was not due to a bond she even explicitly said she had to get permission to do that and even then a new gold key was made for her to be resummoned that lucy has to find.
I know Yukino is not the contractor I'm naming examples why using a star dress when you lack the proper spirit to go with it doesn't work. She could still do the same thing by just wearing the Scorpio star dress.
As for Yukino not being able to use star dresses is another argument due to the fact she's had her keys about as long as Lucy and had to have had her own developments off screen so it makes little sense on why only Lucy has that step up and it's another reason why this arc is something of a mess as a whole

Again, Aquarius already can summon herself there, so how do we know that she couldn't give Lucy the Star Dress as well, by getting permission?
And regarding Yukino, why should she have to the able to use SD as well? Then you'd be complaining that the writers were just having her coyp Lucy. This way, it makes the two of them more unique compared to each other.
Also, I would point out that, at least from what I can see, Lucy appears to be more skilled than Yukino. She has managed to summon 3 spirits, which is regarded as a forbidden technique, something Yukino has never done, despite having enough keys to do so. Honestly, Yukino doesn't seem to be that great anymore. Far as I can tell, she does almost no fighting herself, compared to Lucy, who has repeatedly had to face very powerful enemies alone.

Again she can't summon herself cause that was a one time deal. It has nothing to do with being bonded to her.
And no people would not complain Yukino is copying Lucy cause 1 celestial wizards are not explicit to one person. They're rare but not explicit. Bisca and erza both use requip magic but for different styles. Fire magic users are common and typically end with the same result such as Romeo learning the different types of fires from that one guy Natsu best when the fought phantom guild. Dragon slayer magic at its core is the same with basic abilities and benefits depending on the element but an overall general sense of weaknesses. If you're writing a long running series with a more especially for the different magic styles you have to adhere to that lore for it to work properly other wise you just make a lazy product that most won't aren't gonna remember the story well.

Its really hit and miss depending on what's going on. When it's just doing something for fun or big action fights it does good and there are legitimately good moments that work well but this arc in particular really has a lot if misses.
The reason I'm giving you that answer is cause people can still enjoy it but it's not wrong for them to know when a series doesn't do good in certain parts of the story.

But who determines when the story is good? The answer is that no one can. Everyone has different ideas of what they think is good. One person might say the story is bad in some areas, then someone else may say those exact same parts of the story are good. There's no objective truth here, it's all subjective.

Not necessarily. Whether something is good or bad can be determined by what's being done and written and part of a good story is keeping the fans engaged in what's going. If you're story lacks the capacity to keep your attention on the story. What you call subjective refers to what people liked or didn't like about something.
If you can't call out what works and doesn't work you can't expect to improve since that's how you Michael bays, Adam Sandler, and even rian Johnsons being assholes to people by being called out for bad writing, in bays case saying you're stupid enough to buy and watch his shit and give him money, and Sandlers case refusing to actually grow his talents.
There is objective truth especially when people find the common ground in where they place certain series.
