in the other pic 'back off!' Mako looks after his little brother, which we can assume happens alot because Mako is the eldest.but in this one Bolin has to do the looking after.
in ep 3 mako tells Korra about the chi blockers and it got me thinking, he must have run into them before.
so in this pic mako had stolen some food for them and run into chi blocker territory, at that time he didn't know who they were so he used fire bending to try make a distraction so they could get out. that turned out badly.
as the chi blockers started moving in again Bolin jumps to his brothers aid, (but doesn't use earth bending) he just steps in as a kid who loves his brother.

Mako's the eldest, so he probably discovered his Fire Bending before Bolin discovered his Earth Bending. Running with that logic, and according to your story, Bolin stood strong to defend Mako after he was knocked down by the Chi Blockers. And when the Chi Blockers knocked him aside to go after Mako, assuming Bolin was just a non-Bender and not worth their time, Bolin was desperate and tapped into his Earth Bending for the first time (similar to when Korra tapped into her Airbending for the first time). The Chi Blockers, surprised by suddenly being slammed by slabs of Earth, took off and left the boys to lick their wounds. And who should've been walking by at that moment than a teenage Shady Shin, who saw the two young Benders and offered to buy them a meal and take them back to Triple Threat Triad headquarters.
