Very clear map, although I agree the circles and rectangles do make it a bit busy.
I'd say the main issue that I would point out is the ranges you gave for some of the languages, and the categorization.
-Asturian is not Celtic. There hasn't been a living Celtic language in Iberia for well over a millennium, and that is why Galicia and the Asturias were left out of the Celtic Congress.
-When you say Scots, do you mean Scots, or Scottish Gaelic? Because those are two different things, and one has a smaller range than the other.
-Same for Irish; Hiberno-English or Gaelic? In the case of Gaelic, it was not the majority at the time (and still isn't, despite a vigorous revival).
-Cornish was extinct by the 19th century and has yet to be revived in any appreciable sense.
-I dunno if it was deliberate or if you were just running out of colors, but Corsican is closer to Italian than it is to French.
Well done on the East and the Balkans though; spot on and that area is a mess to figure out even today.

Nice work! very comprehensive!(Although you are missing Veps, Votes and Ingrians.) It's easy to see why there were so many tensions in Austria-Hungary at the time.

I used believe it or not Microsoft Paint for making this map, I basically got help by looking at a map on Google Images as well. Basically when it comes to me making maps I only use Microsoft Paint.

I'd suggest you to use Inkscape for flags and maps. Inkscape is a great software for flag and map-makers and its alot easier to work with svg files.

No! I tried using that but I hated it and it takes a lot freaking time to get use to.
