This is another fast draft... sorry for the neatness....Some changes:

Epic Starters will not be available for any starting trainers.
The reason is that these starters have been extinct for over 1000 years. Every year, before their extinction, 3 starting trainers are gathered together with these starters. These pokemons will choose the trainer that will own them. By this time, early scientists have decided to create a list of pokemon, with these starter on #1, #4, #7.
Soon after their extinction, the pokemon list was not updated to give honor to these three starters. From then on, any starting trainers will have to select their own pokemon from the wild.
HOWEVER...
Trainers find it hard to catch their starting pokemon without holding a battle. Thus, researchers and scientist carefully studied the situation and find SUBSTITUTES that will best suited as starters..
The new starters of their Region...

So, do you get the epic starters by finding a fossil and reviving them at Pewter/Oreburgh/Nacrene/Whatever Museum or is there some Prehistoric Underworld you go to inhabited by these starters, as well as oher fossil Pokemon like Aerodactyl and Rampardos.....
