In honesty, my surfing pikachu wasnt hacked and my new Ralts was. ^^But hey, leaves better effect me thinkz.

I believe there was also many Japanese Pokemon Event that had Surfing Pikachus as well. Not to mention that you could get Surfing and Flying Pikachus from the Yellow Forest Pokewalker Route as well, though you have to walk 9999 Steps irl with it to get it to appear, I think... also, I hear Pokebank is an idiot, and thinks even legit Surfing and Flying Pikachus are hacked...
