ok, just new avatar for myself
The quality of the avatar is worse, so that i can get into the 15KB limit

ok, so :
make one layer bigger than the canvas and fill it with those stripes, than just continue shifting that frame by one pixel to left in each new frame till it makes whole cycle 
hope you can get it from that
