i think loki shoot the arrow thinking of cupid and so.
as expected, it didn't worked (hehe, how should it?) and understendably she thought that hawkeye shot the arrow. (i mean, at least he is the archer in the team :3)

Hawkeye just shoot her butt, and Thor thinks Loki was the one, who comanded
it to Hawkeye, because he was in the bann of Loki in the movie too
