There isn't any failing here. If you look at his other work you will see that he draws in a way unique here on DA. Very refreshing on this site. It is original and very well done.

Well considering that he does display the ability to portray more-or-less accurate facial anatomy, I'd say this is a bit more of a stylistic exaggeration of sorts, rather than just a poor understanding of anatomy.
