I read some ideas/head cannons on tumblr that Bill has different forms and he goes through different styles/phases.
I like to think when Bill was in a different era he tries the top hat on for the first time and he loves it and proceeds to change his form for a new look! Heck, maybe Bill even keeps the hat on his original triangle form because Bill likes it that much! XD

While I am not the biggest fan of human depictions of Bill, the angry Bill depiction is actually really cool, especially the duel wielding fire picture, I really like that one.
That and the little pictures of original Bill next to him, it looks like them talking. Nice.
