This picture really caught my eye because of the various ways it uses contrast in both tone and texture. Since there is an even layer of rain falling over the entire piece, it doesn't take away from the differences between all of the other objects. The umbrella is visibly smooth, the lace on her dress (even though the detail is fine) is clearly lacy in texture. The contrast in tone is analogously similar in that the skin is pale and clear in front of the dress while more mildly the light from the leaves of the trees help separate them as a layer from the skyline. The trees are really where the combination of texture and tone variations coming together are their strongest once the eyes are off of the girl in the foreground.
If there's anything that you might want to change about this piece, I would suggest keeping the light that's coming from behind the skyline also behind the girl. This would make a more dramatic contrast and really lead the eyes to her. It also would make a little more sense visually because the way that the light bleeds over her from the sides seems to be fighting against the contrast of her shape against the background. The light almost appears to be shining onto her and blasting all the way back into the clouds, but somehow missing the visual faces of the buildings.
