If you are going to try gimp use the ink tool, set brush size to three keep the angle the same and the bottom three options to 0. I use the ink too in my art and it keeps it a solid color. I <3 gimp. In my opinion it's better than photoshop.

Photoshop's Artistic->Cutout filter with Levels set to 2 did a nice job of getting all the shape while removing the speckles when I tried it.

Yeah, it's a little demanding on Windows systems (it's better on Linux, since a lot of the stuff it uses is built into the OS.) Good luck with that!
