it doesnt look like pixels o_O look most like having a pattern of dots. and i think it's in the wrong category òwoU but the drawing is very well done.
ok i've just looked the pic in ps. lines and some shadows and lights are made in pixels but coloring and some soft shadows seems to be made with soft brushes. i still see the dot pattern here but that doesn't mean the drawing is very good

It was made with the binary tool on sai, I was too lazy to put it in the pixel category. I used the airbrush for the lighting, thats why it doesnt look very pixel-ly.
