Yeah! Hands are usually the size of the face and you did it nearly right! Actually what I would say is that it would get much better if you just change the direction of the arms, stead of facing in, they could face out so it would look more natural. And the mirror could be less blurry, shinnies in reflector objects like mirrors tend to be sharper.

SAI is just like Photoshop...The difference between them is that Photoshop have some fancy craps. XD But what you do with Photoshop, you can do with SAI too...

Oh you can learn! Look for tutorials and all...There's someone here called , he makes a lot of tutorials for SAI and he's a great artist too.
