In the previous panel, Princess Celestia teleports herself, AJ, and Rarity (and RD out of panel) into the quarry. Celestia uses her magic to stop Sweetie Belle from using her own magic any further. The fillies realize they are probably in some trouble for what they've done and tried to do.

What Victor Frankenstein did might have been just science and not mad science if he'd gone through a review board to approve it and to provide safeguards in case things went wrong. It's like that.

Which Victor Frankenstein are we talking about? The med-school drop-out who was working more with the occult or the crazy fuck who used what is basically defibrillation, which saves thousands of lives every day?
Victor Frankenstein basically created life. Nothing wrong with that. The only point that went wrong was the creature he gave life, was ugly and shunned by society, or autistic.
So you want to blame anyone, blame the village, not Victor.
