ForIt's Looten Plunder from Captain Planet, drawn IZ style of course. I'm not sure what his shoes are supposed to look like; I hope they're not too off.
This is how I remember him from my childhood: during the end credits he stood on a rock and shook his fist, shouting "You'll pay for this, Captain Planet!"
