Red hair isn't a "royal colour" and she's engaged to Merry a prince and yeah... there's a lot that escalates to it. Don't want to give to much of the story away lol
She proves in the end that she'd make a good future queen no matter her hair colour.
It's mostly done to further the plot during a hard time.

I changed the reason why her hair got cut off (currently rewriting the story)
She decided to cut it off because it represented a past she was wanting to leave behind. Sheβs starting a new chapter in her life and wanted a new look to match. Plus it was getting caught on things.

A long braid (or even ponytail) is very manageable to not get it caught on things, just need to keep your wits about it.
