Also: I know that Jennifer Lopez is probably going to play Carmen Sandiego in the movie but I think Katy Perry really looks the part.

Yes. A movie is being planned. A screenwriter is working on an early draft. Jennifer Lopez is a producer on the film. However, for the time being, it is merely a rumor that she has the lead. Although she does want it. Walden Media is the production company in charge. Their track record is pretty good. The Narnia films, Bridge to Terabithia & Charlotte's Web to name a few.
