Just use your warp, and drag one corner in. Which program are you using, and I can tell you the exact steps.

Excellent! Now, with the layer selected that contains the cape, you select all. Just click at the top. Then Edit> Transform > Warp. You'll see the three by three grid. Twelve dots around the edge. First you move your corner. Notice that the two dots next to it stay put. If you just move the corner, it acts like folding the corner of paper. When you move those two side dots, you adjust that effect. You can make it look folded, by moving them farther away. Or you can make it look squeezed, by moving them back into line.
You can stretch a spot like pizza dough, by pulling on it from different angles, just like you would stretch the old silly putty. This bit can get tricky, but if you just pull it a little bit at a time, you can really stretch a spot pretty far.
