They are from the game MeagMan Zero 3. One is Zero and the other is Omega.
About why Omega looks like Zero, I can remenber the story very well .-.

Omega is Zero's real body and Zero's body is actually a copy since the original was beat up badly. Dr. Wiel stole the original and thus, made Omega. THAT'S why he looks like Zero...cause...well, he IS Zero. I've beaten MMZ3 MANY MANY times and I know it very well...lol
