I really don’t think they did as the code is for a certain theme in which the resources are being used instead of default placeholder images. But if your ok with it then it’s fine.

They got paid for the coding, literally for making dirty html work. I don't mind if that's being used for such commissions, the problem would be if this person would start selling this pixel on their page
