Yes, that is Virgil and Deceit. I'm not sure if Deceit is his actual name, since Virgil is Anxiety, but that is him, yes.

Right, so there is a guy named Thomas Sanders and he has a series on his YouTube channel called Sanders Sides, in which he discusses different aspects of his personality.

There are four main traits: Logan(Logic), Patton(Morality), Roman(Creativity) and Virgil(Anxiety).

A new side was recently introduced: Deceit. He is one of Thomas' dark sides and I really love his character.
There is a very plausible theory circulating around that Virgil was also a dark side before he joined the others, so it is implied that him and Deceit are very familiar with each other.
