Technically in the gameplay is designed to show, that prof intended to give the player Eevee, before the rival jealously claimed it as his own.
And thus Eevee is considered a starter on bulbapedia.

There's really only Squirtle or Bulbasaur that are good choices unless you want to catch a Mankey and level grind until it learns a Fighting type move or two since the first gym is Brock and his Rock types. Most of them are Rock/Ground so Squirtle has x4 effective moves which makes him a great choice.

It's also my main complaint about B/W you can't use the first gym's type to choose your starter because you always face the brother that's strong against your starter.

I didn't have it very long, only about a weekend's worth, got stuck on the Elite 4 and sold it to get a different game... forgotten which one now though.
