Yes, that is steel wool ; actually, it is not really dangerous for the spinner, it is more dangerous for the photographer - like in this shot [link]
But it can't really harm you.

Ahhh I guess not,I suppose it would spin away from you...
I gues you would need a big display area though if performed for a crowd somewhere.

Yep, it needs a lot of space. The performance I saw was in an open air, in front of the scene for musicians, and performing for a huge crowd of people. And as far as I remember, that "flaming thing" was about 15 metres diameter, sooo, imagine...
